Spurs are facing losses of around £150m amid the financial impact of the coronavirus pandemic, and they may need to offload players.
Meanwhile, Harry Kane is reportedly pushing for an exit this summer. They could demand around £120m to sanction his departure.
Spurs have a ready-made replacement for Hojbjerg in their ranks. Oliver Skipp will be integrated into the squad after his loan stint at Norwich City.
